Apply for New Learner's License

Overview

Acquiring a Learning License is the first step towards getting the Driving license that allows you to drive in India. The learner's license is issued by the Regional Transport Office (RTO)/District Transport Officer (DTO) and acts as a provisional and restricted license. To get a Learner’s License, one must be familiar with rules and regulations related to road safety. It is issued to the candidate after passing an online test about road rules. It also allows you time to undergo training required to drive a motor vehicle. You must obtain a Learner’s License for the relevant class of vehicle before you can get a Driving License. You can practice driving with a person holding a permanent Driving License, only if you have a learner’s license.

Eligibility Criteria

General : The Learner’s License applicant must be well versed with traffic rules regulations. The applicant must have valid address proof and age proof documents.

Motorcycles without gear with up to 50cc capacity : The candidate must be at-least 16 years old. Consent from guardian or parent must be obtained.

Motorcycles with gear : The candidate must be aged at least 18 years.

Commercial Heavy Vehicles and Transport Vehicles : The candidates must have finished at-least 8th standard of schooling and must be at least 18 years old.

Documents Required

For Address Proof : Voter ID card or PRC or recent telephone or electricity bill or LIC Bond or Aadhaar Card or Passport or Ration Card.

For Age Proof : PAN Card or Birth Certificate or Transfer certificate from school with date of birth mentioned on it or 10th standard admit card or Passport.

Atleast 3 (three) passport size photographs.

Procedure

The applicant has to visit the District Transport Office, Haflong where the application will be received. All the required documents must be submitted along with the application form and the applicant must ensure that he/she fulfills all the prerequisite conditions.
