Scheme Introduction

The Multi-Sectoral Development Scheme (MsDP) is a Central Sector Scheme under the Ministry of Minority Affairs aimed at the welfare of minorities in India. It was conceived as a follow-up to the Sachar Committee's recommendations and launched in the year 2008 in districts with a high concentration of communities listed as minorities in India. It aims to address the development deficits of minority communities in India through development across sectors like infrastructure, education, skill development, health, sanitation etc. The definition of minorities as a qualifier for being eligible to be covered under this scheme is mentioned in Section 2(c) of National Commission for Minorities Act, 1992, which mentions Buddhists, Christians, Muslims, Sikhs and Zoroastrians (Parsees) as being minorities in India. 

Scheme Objectives

The objectives of this scheme can be broadly stated as follows:

  1. Improve socio-economic conditions of minorities and provide basic essential amenities 
  2. Promote inclusive growth in the country and reduce development imbalances
  3. Improve the general quality of life among minority communities and prevent alienation

Implementation in Dima Hasao

Dima Hasao is one of the districts with a high concentration of minority communities which therefore qualifies as a beneficiary district for the MsDP scheme. The implementation mechanism in Dima Hasao is channelled through Block-level Committees (BLC) and District-level Committees (DLC) which are constituted and re-constituted from time to time and is comprised of officials from the district administration and elected members from the North Cachar Hills Autonomous Council (NCHAC). The MsDP Scheme in Dima Hasao is being implemented in 3 minority-concentration blocks which are:

  1. Harangajao ITD (Integrated Tribal Development) Block
  2. Jatinga Valley Development Block
  3. New Sangbar Development Block
