Project Introduction

Common Service Center (CSC), as the name itself suggests, is a center for availing common services. It is a Special Purpose Vehicle programme of the Government of India launched way back in the year 2015 under the National e-Governance Plan. It acts as an access point for the citizens who can avail of these essential services theoretically at their doorsteps. Such centers are opereated by Village-level Entrepreneurs (VLEs) and provides various government services/schemes especially those in the fields of Education, Agriculture, Health and Banking sector. Some other utility services like Electricity Bill payment, Insurance Premium payment, DTH Recharge, e-Ticketing of trains are also done through CSCs. In essence, the role of CSCs is to provide front end services at the earliest possible time to the citizens. Meanwhile it also plays a major role in promoting digital literacy to the citizens.  

Project Objectives

Some of the key objectives of CSC are :-

1. To act as a medium for provision of essential government and other utility services to citizens

2. To cover every rural and remote areas and bring them within the ambit of digitization.

3. To create awareness about government schemes to the citizens 

4. To promote digital and financial inclusion in the country 

Implementation in Dima Hasao

Earlier, the CSC project was launched and implemented under AMTRON, particularly for the PMGDISHA scheme in Dima Hasao. The project was later segregated from AMTRON and a separate special purpose vehicle (SPV) for CSCs was launched by the Govt. of India and hence, a new management team has been constituted for the district comprising of two (2) District Project Managers who are working under the direct supervision of CSC-SPV Assam and also coordinating with the e-Governance branch of Deputy Commissioner's Office, Dima Hasao. 

Project Progress Information

Currently 5 (five) CSCs are working actively in the district and plans are afoot to bring onboard more Village-Level Entrepereneurs (VLEs) and enable them to open CSCs at multiple locations spread evenly across the entire district. The list of services provided by these CSCs currently operational in Dima Hasao are as follows:

  1. PMGDISHA
  2. PAN Card creation
  3. Passport creation
  4. NIOS registration
  5. Electricity bill payment, e-Ticketing
  6. Payment of Insurance Premiums
  7. Banking services for select banks
